Senegal: One Family, One Roof Initative

While many governments in Sub-Saharan Africa have utilized a variety of Housing Affordability Tools (HATs) in an attempt to increase affordability of their housing stock, countries across the region have seen limited success. The most commonly used HAT in the region is the supply-side subsidy, issuing a loan to a developer so they can purchase materials or land to build on.

However, Senegal has utilized a demand-side approach to the utilization of subsidies. Their “One Family, One Roof” program provides free housing and land, along with tax breaks and subsidies for homebuyers looking to purchase housing that is less than US$15,000.
