In Sub-Saharan Africa, only about 10% of all land is formally registered. Establishing efficient and consolidated land administration systems is essential to accurately record tenure claims – otherwise weaknesses in land administration can discourage the function of formal land markets. The major challenges to improved land tenure administration include land grabs, inefficient documentation, a lack of transparency, and low capacity of land surveyors.
Many countries have taken steps to curtail these challenges. Tanzania, for example, has followed Rwanda’s lead in using photomapping technology to issue land titles at a cost of less than US$10. Tanzania also surveyed all of its communal lands and at US$500 per village, registered over half of them. Finally, the country is using bulk surveying and land use planning approaches in order to regularize tenure in informal settlements.
