Though governments implement subsidies in many different ways, governments in Sub-Saharan Africa have had limited success in utilizing subsidies to increase housing affordability. There are many Housing Affordability Tools (HATs) to utilize, but most governments use supply-side subsidies, which is usually a loan to a developer to build or buy or materials or land).
Mali, however, follows a demand-side approach to subsidies. The country has a generous subsidy program that allows beneficiaries to receive a subsidy of up to 45% of the housing unit cost, including the cost of land. Additionally, members of housing cooperatives receive a subsidized interest rate of 7-11%, relieving some of the financial burden of home ownership.
