Because so many low-income families live in informal housing in Cambodia, security of tenure is an issue of concern. The Asian Coalition for Community Action (ACCA), operated by the Asian Coalition for Housing Rights (ACHR) works to ensure housing rights and prevent evictions of low-income populations in Asian cities through a variety of activities including community savings, supporting community development funds, natural disaster relief, and policy advocacy, in which ACHR activities are integrated into government policies.
For most of ACCA’s big projects, the focus is on housing provision, and local governments play an important role, providing infrastructure, technical assistance, and building materials. ACCA’s project in Myanmar supported the country’s first community-planned, community-built, and collectively-owned housing relocation project in Hlaing Tar Yar Township, outside of Yangon. The residents formed a savings group and purchased land for the housing project, using ACCA funds as a loan to purchase the land and build the homes.
