Because so many low-income families live in informal housing in Cambodia, security of tenure is an issue of concern. The Asian Coalition for Community Action (ACCA), operated by the Asian Coalition for Housing Rights (ACHR) works to ensure housing rights and prevent evictions of low-income populations in Asian cities through a variety of activities including community savings, supporting community development funds, natural disaster relief, and policy advocacy, in which ACHR activities are integrated into government policies.
For most of ACCA’s big projects, the focus is on housing provision, and local governments play an important role, providing infrastructure, technical assistance, and building materials. After a survey in Rangsit, Thailand found that there were 87 communities living on insecure land, a community network worked to negotiate with the government to arrange long-term leases, which would allow many to upgrade in-situ. For families who were not able to access conventional finance institutions for the renovations, ACCA provided funding.
