Land readjustment is a useful tool in urban development processes when there are fragmented ownership structures, but its effectiveness depends on implementation practices. In Turkey, land readjustment was applied in different ways and across different tenure contexts, from situations where the title is unclear to informal ownership. Turkey has also managed to complete the land readjustment process in an average of one year, which is a relatively short amount of time when compared to other countries, because the construction of infrastructure is not included in the process, planning and land readjustment processes are done independently, and a public announcement is made at the end of the land readjustment process.
Improvements to be made to Turkey’s process include requiring participatory and inclusive mechanisms, land readjustment projects and local plans should be made in conjunction with one another, and the contribution of land readjustment to social housing needs to be defined, especially in large-scale projects.
