Because so many low-income families live in informal housing in Cambodia, security of tenure is an issue of concern. The Asian Coalition for Community Action (ACCA), operated by the Asian Coalition for Housing Rights (ACHR) works to ensure housing rights and prevent evictions of low-income populations in Asian cities through a variety of activities including community savings, supporting community development funds, natural disaster relief, and policy advocacy, in which ACHR activities are integrated into government policies.
For most of ACCA’s big projects, the focus is on housing provision, and local governments play an important role, providing infrastructure, technical assistance, and building materials. In Vietnam, residents decided to redevelop housing on their own instead of having the city evict them and then redevelop the housing. They created a redevelopment plan and utilized ACCA’s loans to negotiate with city authorities, who soon agreed to the plan.
