Residents living in informal settlements face the obstacles of a lack of government recognition and the possibility of wide-scale demolition. Though a partnership between Dialogue on Shelter for the Homeless in Zimbabwe Trust, Zimbabwe Homeless People’s Federation, and the City of Harare, informal settlements are being upgraded and incorporated into town plans, representing a much more human and sustainable alternative to the default policy of demolition and resettlement.
Since the project began in 2011, 336 homes have been built, 1,344 people have been housed, and 2,050 residents have secured land tenure, along with improved sanitation and infrastructure. This project is the first time that City of Harare authorities have collaborated with informal settlements, allowing residents to be involved in the upgrading process every step of the way and be incorporated into the development agenda. Due to the project’s success, the model has also been adapted in other settlements.
